Submission on the Rome Declaration on Health Literacy and Human Rights

The European Network of Migrant Women (ENoMW) has submitted suggested amendments and recommendations to the preliminary draft of the Rome Declaration on Health Literacy and Human Rights, prepared for the Council of Europe High-Level Conference in Rome on 4 December 2026.

The preliminary draft establishes a rights-based framework linking health literacy to human dignity, equality, and democratic resilience. ENoMW’s submission introduces a structural sex-based analysis, with a particular focus on the rights of migrant, refugee, and asylum-seeking women, and emphasizes protections against male violence, trafficking, and sexual exploitation.

The proposed amendments and recommendations are highlighted in red in the submitted document.
