Strengthening a Sex-Based Approach to Violence Against Women

The European Network of Migrant Women (ENoMW) welcomes the European Union’s continued commitment to advancing equality between women and men.

At the same time, the Network considers that the Strategy would have benefitted from a clearer and more explicit sex-based approach to understanding and addressing inequality. Ensuring that European policy reflects the material realities faced by women and girls is essential to achieving genuine equality.

Addressing Gaps in the EU Legislative Response to Violence Against Women

A key concern relates to the exclusion of rape from the Directive, which leaves a significant gap in the European Union’s legislative response to violence against women.

In addition, forms of exploitation that disproportionately affect women and girls — including prostitution and surrogacy — should be clearly recognised in European policy discussions as practices linked to the exploitation of female bodies.

Achieving genuine equality requires clarity in both language and policy, as well as strengthening the European Union’s legislative response to male violence against women.
